When ElevenLabs needs a fixed IP
ElevenLabs blocks connections from sanctioned countries and regions: Belarus, Cuba, Iran, North Korea, Russia, Syria, Crimea and the Donetsk and Luhansk regions of Ukraine. That is a sanctions rule, and a proxy doesn't change it.
It also warns that servers outside those regions can be caught by the block when ElevenLabs' cloud provider flags their IP as associated with a sanctioned country, and recommends getting a new IP address. A static ISP IP in the US gives such a job a new, fixed exit.
ElevenLabs API keys can also be locked to IP addresses or CIDR ranges, and requests from any other IP are rejected with a 403. One static IP gives you an address to allowlist and a fixed exit for every machine that uses the key. The web app may not need a proxy at all: GreatFire doesn't currently list elevenlabs.io as blocked from mainland China.

Set up an ElevenLabs proxy in 5 minutes
Open the AI subscriptions setup
The Configure button opens static ISP in the console with Use case set to AI subscriptions. Keep Billing on Per IP and term, leave Choose a platform empty (there's no ElevenLabs preset), check Region (United States is suggested), keep Protocol on HTTP and Term at 1 month, set Quantity to the number of IPs you'll allowlist (up to 100 at a time), then click Review cost and generate.
Expected result The IP appears in My assets; Copy all copies host, port, username and password.
Allowlist the IP on your API key
In ElevenLabs, open the API key's restrictions and add the new IP to its IP allowlist. From then on, requests from any other address get a 403.
Send API calls through the proxy
Run the read-only request below, then configure the same proxy in your app's HTTP client. Keep the key on the server, never in browser code.
Web app, if you need it
Install the Proxy302 browser extension (Downloads and setup at the bottom of /guides) and sign in with Log In to Your Account. In My assets, click Use extension on this IP's row, press Connect in the extension and confirm the country on ipinfo.io before opening elevenlabs.io.

Fix This is a sanctions block, and a proxy doesn't change it.
The web app is slow but the API works
Check Does the live panel on this page show recent successful checks from your exit country?
Fix If it does, check the browser actually uses the proxy and that only one VPN or proxy layer is on.

Which countries does ElevenLabs block?
