Checked against each official page on 18 October 2026. "Not listed" means the provider does not offer that service there. The United States, the United Kingdom, all 27 EU countries, Japan, Singapore, South Korea, Brazil, Indonesia and Kazakhstan are on all four lists.
What "supported" means for each service
OpenAI publishes one list of 208 countries and territories for ChatGPT on web and mobile, and the same list for its API. It warns that accessing or offering access to its services from outside that list "may result in your account being blocked or suspended". The API enforces it on every request: OpenAI documents a 403 "Country, region, or territory not supported" error whose cause is "You are accessing the API from an unsupported country, region, or territory."
Anthropic uses a single list for Claude.ai, Claude Code, its API and the Claude models sold through cloud platforms. Its Supported Regions Policy, marked effective 12 November 2026, counts three things as unsupported: people using Claude while physically in an unsupported region, companies incorporated or headquartered there, and companies majority-owned or controlled from there — wherever their staff sit.
Google keeps two lists. The Gemini web app is offered in more than 230 countries and territories, including Hong Kong and Macau; mainland China appears as "Workspace only", and Google notes the mobile app may differ. The Gemini API and Google AI Studio have a shorter list, last updated on 28 April 2026, without Hong Kong, Macau or mainland China — outside it, AI Studio reports that it "is not available in your region".

Latest successful check per country in the round generated at 00:01 UTC, through a Proxy302 dynamic residential IP in each country. ChatGPT counts as reachable when the OpenAI API answers 401 (key required) with no "unsupported_country" error; Claude when the Anthropic API answers 401; Gemini when gemini.google.com answers. Times include the trip from our probe server in Asia. We publish successes only, and Gemini is never published from Russia because Google does not offer it there.
Check an IP before you sign up
Look up the exit
Through the proxy, open ipinfo.io/json — the same lookup our probe uses. The "country" field must be on the list of the service you want.
Expected result A two-letter code such as US, GB, DE or JP.
Ask the API itself
Request api.openai.com/v1/models through the proxy without a key. A 401 "Missing bearer authentication in header" means OpenAI accepts that location; a 403 with the code unsupported_country_region_territory means it does not. For Claude, api.anthropic.com/v1/models answers 401 "x-api-key header is required" from a supported location.
Keep one place
Sign up, pay and work from the same country on the same IP. A static ISP IP stays the same for the whole term, so the service sees one consistent home connection.
Read the account rules
An exit IP changes where your connection comes from, nothing else.
Before continuing It does not change where your company is registered or who owns it — Anthropic's policy covers both, and OpenAI says use from outside its list may get an account blocked or suspended.

What a supported location looks like: from a network in Singapore on 18 October 2026, api.openai.com returned 401 "Missing bearer authentication in header" and api.anthropic.com returned 401 "x-api-key header is required". An unsupported location gets 403 with "code": "unsupported_country_region_territory" from OpenAI.

The button at the top opens the ChatGPT preset. The Claude and Gemini presets use the same defaults; you can change the country, protocol and Quantity (up to 100 IPs at a time) before you pay.
Quick fixes
403 unsupported_country_region_territory from a server in a supported country
Check Look up the server's public IP on ipinfo.io. Cloud and edge networks are sometimes placed in another country — one OpenAI forum report traced the error to edge functions running in Hong Kong.
Fix Pin the deployment to a supported region, or send the API calls through a fixed IP in a listed country.
Gemini works in the browser, but AI Studio says it is not available
Check Is the exit in Hong Kong, Macau or another place that is only on the web-app list?
Fix Use an exit in a country on the API list, such as the United States or Japan.
The service still says it is not available
Check Open ipinfo.io in the same browser profile. Is the exit the country you bought? Does a WebRTC test show a second address?
Fix Fix the profile's proxy and WebRTC settings, then sign out, clear the site's cookies and reload.
Common questions
Is ChatGPT available in China or Hong Kong?
No. Mainland China, Hong Kong and Macau are not on OpenAI's list for ChatGPT or for its API (checked 18 October 2026).
Is Claude available in Hong Kong?
No. Anthropic's list leaves out Hong Kong, Macau and mainland China, and its policy also excludes companies headquartered in or controlled from unsupported regions.
Is Gemini available in Hong Kong?
The Gemini web app is. The Gemini API and Google AI Studio are not.
Is ChatGPT available in Russia?
No. Russia and Belarus are on none of the four lists — not ChatGPT, Claude, the Gemini app or the Gemini API.
Which country should my IP be in?
Any country on the list of the service you use. The United States, the United Kingdom, EU countries, Japan and Singapore are on all four lists; our presets start with the United States.
Does using a proxy change the provider's rules?
No. The service sees the country of your exit IP, but its terms still apply: OpenAI says use from outside its list may lead to a blocked or suspended account, and Anthropic also looks at where your company is based and who controls it.
