Why Bing ad checks need a local IP and the right language
Microsoft Advertising shows an ad only when both its location and its language targeting are met. Language is judged from signals such as the search query language and the searcher's language settings; location can go down to cities, metro areas and postal codes. A German campaign for Berlin set to people in the location only shows to searchers physically in Berlin.
By default, campaigns reach people in, searching for, or viewing pages about the targeted location — someone physically in Florida searching for London hotels can see a London campaign. Microsoft notes that location targeting can miss because of device settings and the limits of geolocation via GPS, IP addresses, Wi-Fi and Bluetooth.
The ads don't stop at Bing. DuckDuckGo's search ads come from its partnership with Microsoft, and ad clicks there pass through Microsoft Advertising's platform. Check a campaign on each search engine your customers use, from inside the market.

Open the setup
Click Configure Microsoft Ads proxies below. The console opens Rotating Residential Proxies with Use case: Ad verification and the Microsoft Ads proxy preset — Premium line, HTTP, United States suggested.
Buy traffic for the line
Under Line keep Premium, or switch to Budget to pay less per GB. Open Add traffic, pick a package or enter Custom GB, and click Buy selected package. Purchases start at 1 GB.
Pick the market and generate
In Connection settings leave Exit mode on Choose region / sticky IP. Choose Region, then State and City if the campaign targets a city. Click Review cost and generate: Proxy302 checks that the new proxy really exits in that country before handing it over. Repeat for each market.
Set the profile up like a local searcher
Copy host, port, username and password from My assets into a fresh browser profile and confirm the exit on an IP-check page. Set the browser language to the campaign's ad language — Microsoft needs language and location to match — and open bing.com.
Search a few keywords, then open the final URL
Run a handful of your keywords on Bing and on DuckDuckGo, note which ads and assets appear next to competitors, then paste your final URL into the address bar instead of clicking your ad. Check language, currency, prices and any redirect.

Check Are the browser language and the query in the campaign's ad language?
Fix Microsoft serves only when language and location both match. Set the browser to that language and search in it.
Bing asks me to solve a challenge
Check Have you run many searches in a short time on one exit?
Fix Slow down and generate a fresh proxy for the next batch.
Generation stops: “The exit region does not match the selected region”
Check Is supply short for that country on this line right now?
Fix Try again, or switch Line between Premium and Budget and generate again; each line uses its own traffic. The proxy is only delivered once the exit country matches.

Why does language matter for Bing ads?
Microsoft Advertising only shows an ad when both location and language targeting are met, judging language by the query language, the publisher country's language and the user's language setting. A Berlin IP with an English browser may not show a German campaign.
Do Microsoft ads show on other search engines?

Can I see ads targeted at a specific city?
Microsoft targets cities, metro areas and postal codes. In Connection settings choose Region, State and City to search from that city.

How much traffic does a check use?
It depends on the pages: a results page is light, a landing page with video is heavy. Start with 1 GB and watch Available traffic in the console.
